Perry S. and Stella H. Tracy were pioneers in El Dorado County and as a portion of their will; they wished to evidence their belief in education by recognizing those students who have outstanding character, citizenship, and academic achievement by providing financial assistance to continue their education. Multiple scholarships are awarded each year.

- High School Requirement:
- American River Charter (TK-12), Buckeye Union Mandarin Immersion Charter , Clarksville Charter (TK-12th), Cottonwood (TK-12th), Divide High School (9th-12th), El Dorado High School, Elevated Digital Learning Academy, Golden Sierra High School, Independence Continuation, John Adams Academy - El Dorado Hills, Mountain View High, Mountainside Middle College High School, Mountainside Success Academy (8th -12th), Mt. Tallac High, Oak Ridge High School, Other - Private, Pacific Crest Academy , Ponderosa High School, Rite of Passage, South Tahoe High School, Union Mine High School

Residency requirement - lived and attended high school in the district for at least the last 2 years.
Applications must be submitted online via the Center for Scholarship Administration (CSA) portal. There are three steps to complete and submit the application:
1. Set up an account through the portal.
2. Login to the account and complete the application. A confirmation email will be sent when the application is received by CSA. Applicants should contact CSA if a confirmation email is not received.
